What you need
- National ID (16+), or a Citizen Application Number for under-16s
- Scanned ID (PDF ≤500 KB), passport photo (JPG ≤200 KB) and signature (JPG ≤50 KB)
- A phone number and/or email
Steps
- Go to irembo.gov.rw → Immigration and Emigration → Laissez-Passer (no account needed).
- Choose "Laissez-Passer application" and say whether the applicant is over or under 18.
- Enter the ID or Citizen Application Number and the applicant's details.
- Enter the purpose of travel and the destination country. The fee appears.
- Upload the attachments, confirm and submit. Pay the billing number (starts with 88).
- When Immigration notifies you, collect it in person.
Tips
- Check before you travel that your destination country accepts a laissez-passer. Otherwise use a passport.
- Expired or lost? Irembo has separate renewal and replacement services.
